Weber Street, Third Floor Date by
Stockton, CA 95202
Subject: Workplan for Soil and Groundwater Investigation at City of Stockton Royal Oaks
Pump Station, Royal Park Lane and Princess Drive, Stockton, California
Dear Ms. Oz:
ATC Associates Inc. has prepared this workplan, on behalf of the City of Stockton, for the
performance of soil and groundwater investigation activities at the above referenced site. The
purpose of the soil and groundwater investigation is to evaluate the vertical and lateral extent of
petroleum impacted soil and groundwater in the vicinity of the former underground storage tank
(UST), if any. This work being done at the direction of San Joaquin County Public Health
Services Environmental Health Division (PHSIEHD).
The scope of work includes obtaining permits, advancing three soil borings and collecting soil
samples, laboratory analysis of selected soil samples, and preparing a summary report. If field
observations warrant, it may be necessary to complete up to three of the borings as groundwater
monitoring wells. A potential additional scope of work would include installing up to three
groundwater monitoring wells in the borings, developing the wells, collecting groundwater
samples, and laboratory analysis of selected soil and groundwater samples. The scope of work is
described in detail in the following paragraphs.
SITE LOCATION
The site is located on the south side of Princess Drive and the west side of Royal Park Lane in
Stockton, California, as shown on Figure 1. The location is primarily a residential area. The site
is currently occupied by the Royal Oaks Pump Station.
BACKGROUND
One 1,500-gallon diesel UST and all associated piping and dispensing equipment were removed
and transported off-site on May 20, 1994.
