OCT 17' 1984
OFFICE MEMORANDUM
SAN JOAQUIN LOCA!
taFAI.TH nl(;TRIQ:
William H. Crooks '' J / 19 September 1984
FROM: 9 ry Reents/Ton Vorster tt
SUBJECT: SHARPE ARMY DEPOT TECHNICAL MEETING, SAN JOAQUIN COUNTY
nn 13 September 1984 we met with representatives from the
!`apartment of Health Services ' Sanitary Engineering Branch ( SEB) ,
R alth Services ' Toxics Substances Control Division (TSCD) , San
Taquin County Local Health District , and Sharpe Army Depot' s
` .chnical staff and consultants ( sign-up sheet attached) . The
= llowing discussion took place:
I . Off-post Domestic Well Sampling Results
A. Cembrano Well Contamination
Sharpe reiterated their position that they do not feel
that any of the pollution in the Cembrano well (also
known as H&M Transport ) is from the Depot . Sharpe
believes that this well is being contaminated from a
rinsewater pond used at the Cembrano site. Joe welsh
Of USATHMA, consultants for Sharpe, also stated that
ground water flow directions would not allow pollution
to move from the Depot to the Cembrano well . Since
confirmation sampling of this well by both Sharpe and
SEB has not detected pollution above State Action
Levels Mr. Welsh feels that the well is "clean" .
Gary Reents reported that he and Erik Friedrich of
Sharpe had investigated the Cembrano residence and
rinsewater pond on 12 September 1984 . Mr. Reents
stated that the pond, which was constructed in 1980,
is approximately 100 yards downgradient of the
Cembrano well which would lessen the probability for
pond contaminants to enter the well. The pond could
not affect any of the other off-post wells that have
been sampled.
Mr . Reents also reported that TSCD had sampled the
pond in June 1982 and analyses for solvents were
negative. The State will resample the pond to confirm
these results.
I
