Box 2009 <br /> Stockton, California 95201 <br /> Dear Mr. Sadredin: <br /> We plan to run a three-month test at Alden Park in Tracy. We <br /> hope to stimulate natural biodegradation of the oil at this site <br /> using soil venting as shown in Attachment 1. We believe air <br /> quality threshold limits will not be exceeded by our short test. <br /> We request your written concurrence and approval to proceed. If <br /> this test is successful, emission data collected will be used to <br /> apply for an air permit for a full scale, long-term system. <br /> Following is a discussion of anticipated test conditions and our <br /> planned air emission monitoring program. For more details please <br /> refer to the references previously sent to your colleagues, <br /> David R. Carls and Laura Cotulla. <br /> We have estimated that there will be approximately 5 lb/day of <br /> nonmethane hydrocarbon in the gas removed from the soil prior to <br /> treatment (see Process Flow Diagram, Attachment 2) . This gas <br /> will be treated with activated carbon to control emissions <br /> between 0 .1 and 1. 5 lb/day of nonmethane hydrocarbon. These <br /> estimates will be confirmed by the test . <br /> We are confident the carbon will effectively remove nonmethane <br /> hydrocarbon. We will sample both the treated gas and the gas <br /> within the carbon bed periodically to monitor concentrations and <br /> avoid breakthrough. We will run an analysis of the vented gas <br /> for hydrocarbon speciation and calculate emissions in lb/day. <br /> The carbon will be replaced as needed. <br /> The field test is tentatively scheduled to begin the first week <br /> in April . If we exceed expected emissions during the test we <br /> will notify you promptly.
