-2- <br /> We hope to demonstrate with pilot test data that the oily soil <br /> and free liquid oil on the water table can be treated with a <br /> system installed inside Alden Park . This avoids drilling, <br /> trenching, digging up ornamental plants, or removing fences in <br /> home owner 's yards . <br /> The operation of the system should also pose very little distur- <br /> bance. The piping and wells will be installed a foot or so below <br /> ground, and the vacuum pumps and vent gas treatment will be <br /> housed inside a small cinder-block house in the park. The piping <br /> and valves will be sized to make sure noise from the systems is <br /> not a problem and the cinder-block house will dampen any low <br /> level noise from the pumps. in addition, odors from groundwater <br /> pumping, water treating, or vent gasses will be controlled using <br /> activated carbon during the pilot testing. <br /> Short-Term Actions <br /> We plan to excavate saturated oily soil or install collection <br /> vaults at three isolated locations to eliminate the nuisance of <br /> liquid oil coming to the surface. We also plan to plant six <br /> trees in Alden Park that are suited to the climate and soil con- <br /> ditions . <br /> Oily Soil <br /> Excavating oily soil from home owners yards and throughout the <br /> park was rejected for these reasons : <br /> 1 . The oily soil and groundwater is not hazardous . <br /> 2 . Given proper soil amending, shallow oily soil should not <br /> affect plant growth. <br /> 3 . Excavating soil creates a disposal problem. <br /> 4 . Many home owners would be faced with removal of fences and <br /> ornamental plants during the excavation. <br /> Attached is a more detailed discussion of our preliminary mitiga- <br /> tion plans and actions Chevron is ready to take. We would like <br /> to proceed with the tree planting , stopping oil seeps, and our <br /> pilot tests to confirm the feasibility of the technologies . We <br /> are working with the agencies involved and the city of Tracy to <br /> determine appropriate timing for implementing our plan. We could <br />
