Scott Mansholt
Chevron Environmental Management Company
6001 Bollinger Canyon Road
Room K2066
San Ramon, California 94583-2324
REVIEW — OIL SEEP VAULT ABANDONMENT, ALDEN PARK, TRACY, SAN JOAQUIN
COUNTY
Regional Water Board staff has reviewed the referenced document, dated 24 July 2007 that
describes destruction of five former oil seep vaults at Alden Park. Science Applications
International Corporation (SAIC) submitted the report on behalf of Chevron. The sub-grade
vaults were installed in the latter 1980's as an effort to recover crude oil present in shallow
soils that had leaked from a former storage tank present at this site. The oil removal/collection
process was unsuccessful and thus it was terminated in 1994.
SAIC submitted a 9 August 2006 workplan describing field activities for removal of four vaults;
a fifth vault discovered during the field activities, was removed at the same time. Regional
Water Board staff approved the workplan 15 August 2006.
Encroachment permits were obtained by SAIC from the City of Tracy Development and
Engineering Services and underground utility clearance was conducted prior to start of
excavation activities. Four of the vaults were located along the eastern perimeter of Alden
Park and a fifth was located at the southwest corner, near MW-1.
During mid-May, the vaults and construction materials (corrugated metal pipe, crushed rock,
and a pre-cast concrete grade ring) were removed using a backhoe. Approximately 27 tons of
material, including some petroleum hydrocarbon-affected soil was removed and disposed of at
Altamont Landfill. Three vaults located in the greenbelt were backfilled with native material
and compacted; a concrete slurry mix was used to backfill the two located in the street. The
removal and backfilling was completed on 21 May 2007.
California Environmental Protection Agency
o Recycled Paper
