• • Page 2 of 3 <br /> 1 would like to speak with you at your earliest convenience about the proposed destruction of monitoring <br /> wells MWA, MW-2, MW-13, and MW-17 at Alden Park in Tracy, California. As I mentioned earlier, I <br /> propose pressure grouting these wells as opposed to over-drilling them for several reasons. <br /> First, based on a letter from the California Regional Water Quality Control Board, to M. Scott Mansholt with <br /> Chevron Environmental Management Company, dated November 1, 2005, Mr. C. Dean Hubbard <br /> concluded "review of historical results indicates these wells have been consistently non-detect or contain <br /> very low PAHs and TPH-d, and/or is less than water quality objectives since sampling commenced in <br /> 1997" and "concur(s)with the plan to destroy the wells MW-1, 2, 13, and 17 that are either dry, up/cross- <br /> gradient or several hundred feet downgradient beyond existing monitoring wells." I understand you were <br /> cc'd on this letter. Since these wells are not"located in an area of known or suspected pollution or <br /> contamination" (San Joaquin County Well Standards, section 13.17.6), and since the construction of each <br /> of the wells is known, it is not necessary to destroy these wells "by removing all the material within the <br /> original borehole." <br /> Second, I believe pressure grouting these wells is more cost efficient, timely, and posses less risk to area <br /> residents. If these wells are over-drilled, I'm concerned potentially hazardous physical conditions will exist <br /> for several days along residential sidewalks. These conditions include open holes that result from <br /> additional utility clearances, damaged sidewalks, and steel or wooden plates over the sidewalks that will be <br /> required overnight that present an attractive nuisance or tripping hazard to local residents. By pressure <br /> grouting the wells, I believe we can repair the sidewalks in the same day and significantly reduce physical <br /> hazards overnight. <br /> I am hoping to complete the well destruction work by the end of this month, and would greatly appreciate <br /> your guidance and assistance in securing the necessary approval.
