CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. R5-2003-0801 <br /> FOR <br /> CHEVRON ENVIRONMENTAL MANAGEMENT COMPANY <br /> ALDEN PARK, TRACY <br /> SAN JOAQUIN COUNTY <br /> Petroleum hydrocarbon constituents have been detected in soil and groundwater at the former <br /> ChevronTexaco (Discharger) site at Alden Park in Tracy, California, a fuel oil (Bunker C) site. <br /> The site was decommissioned and Alden Park was constructed as part of a residential <br /> development. Groundwater monitoring and remediation at the site has been conducted by <br /> ChevronTexaco since 1987. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is necessary to delineate groundwater pollutant plumes and determine <br /> whether remediation efforts are effective. Total petroleum hydrocarbons, quantified as diesel <br /> (TPH-d) and polycyclic aromatic hydrocarbons (PAHs) have been detected in groundwater <br /> samples collected from the site. The Discharger shall not implement any changes to this MRP <br /> unless and until a revised MRP is issued by the Executive Officer. This MRP replaces the <br /> requirements listed in MRP No. 97-801, which was issued on 4 March 1997. <br /> Prior to construction of any new groundwater monitoring or extraction wells, and prior to <br /> abandonment of any groundwater monitoring or extraction wells, the Discharger shall submit <br /> plans and specifications to the Board for review and approval by the Executive Officer. Once <br /> installed, all new wells shall be added to the monitoring program and shall be sampled and <br /> analyzed according to the schedule below. <br /> GROUNDWATER MONITORING <br /> As seen on Figure 1, there are 21 monitoring wells associated with this site (MW-1/KJC, MW-1, <br /> MW-2, MW-3, MW-4, MW-5,MW-6, MW-7, MW-8, MW-9, MW-10,MW-11, MW-12, <br /> MW-13, MW-14, MW-15, MW-16, MW-17, MW-18, MW-20, and MW-21). The groundwater <br /> monitoring program for the 21 monitoring wells and any wells installed subsequent to the <br /> issuance of this MRP shall follow the schedule below. Monitoring wells with free phase <br /> petroleum and/or visible sheen (MW-1, MW-3,MW-6, MW-15, MW-16, MW-18, and MW-20) <br /> shall be monitored for product thickness only. Sample collection and analysis shall follow <br /> standard EPA protocol. <br />
