-6-
Field Operation
We will monitor the operation of the process in order to collect
the design data that is necessary for the full-scale system. We
will measure the flow rate of the vent gas from the well and
carbon dioxide concentration. We will also measure the flow rate
of groundwater and liquid oil that is removed by the liquids
pumping. From this information we can calculate the total oil
removal rate. Finally, we will use the soil probes to measure
the vacuum in the soil surrounding the well. This tells us how
large an area is effectively treated by the process . The "radius
of influence" is an important parameter for the design of the
full-scale system.
Reporting Results
We will report the results of the mitigation efforts to the
Regional Water Quality Control Board, the city of Tracy, the
California Department of Health Services, the San Joaquin Local
Health District , and the San Joaquin Air Pollution Control
District . We will also continue to keep the residents of the
Alden Park area informed by distributing newsletters .
Groundwater Monitoring
As part of the requirements of the Mitigation Plan, Chevron will
sample the groundwater from the existing groundwater monitoring
wells and analyze the samples for contaminants . The location of
the existing wells are shown in Figure 6 . The groundwater moni-
toring plan is summarized in a recent letter to the RWQCB ( 7 ) ,
and the detailed field procedures are in Appendix A.
Initially, seven wells (No. 1, 2, 3, 5, 9 , 15 , and 16 ) will be
sampled . This will be completed in late April 1989 . Thereafter,
five of these wells will be sampled every six months . Each sam-
ple will be analyzed for volatile organics and semi-volatile
organics by an independent laboratory, and the results will be
reported to the RWQCB.
Some field work will be required to sample the wells. In order
to obtain a representative sample, the well must be purged. This
will be accomplished by a crew of two men in a pickup truck .
They will use a gasoline-powered pump to purge water from the
wells . This water will be collected in 55-gal . drums and removed
from the site for proper treatment. After the wells have been
adequately purged, samples of groundwater will be bailed from the
well and sent to an independent laboratory for analysis .
The detailed procedures for the groundwater monitoring are
included in Appendix A. Appendix A is a general procedure that
was originally written for Chevron ' s Richmond Refinery. It
includes descriptions for wells in Zones A, B, C, and D. All the
