• <br /> -3- <br /> 3 . 4 Project Personnel <br /> Project personnel involved in onsite activities are responsible <br /> for: <br /> 1. Taking all responsible precautions to prevent injury to them- <br /> selves and to their fellow employees . <br /> 2. Performing only those tasks that they believe they can do <br /> safely, and immediately reporting any accidents and/or unsafe <br /> conditions to the SSO or PM. <br /> 3 . Implementing procedures set forth in the Health and Safety <br /> Plan, and reporting any deviations from the procedures described <br /> in the plan to the SSO or PM. <br /> 4 . Notifying the PM and SSO of any special medical problems and <br /> ensuring that all onsite personnel are aware of any such <br /> problems . <br /> 4 . 0 Background <br /> 4 .1 Site Background <br /> Alden Park is located in the southwest part of Tracy, California, <br /> and was formerly the site of a fuel oil storage reservoir . The <br /> site is now occupied by a city park within a residential area <br /> (see Plate 1) . In the spring of 1986 concrete and oil were dis- <br /> covered by a resident in a hole dug adjacent to the park . Inves- <br /> tigations by Kennedy/Jenks/Chilton ( 1986) and Dames and Moore <br /> ( 1987 ) have located the approximate extents of oil and a concrete <br /> slab. The underground concrete slab was the bottom of the former <br /> reservoir . <br /> The results of the site investigations demonstrate that neither <br /> the oily soil nor the groundwater in the area would be classified <br /> as hazardous (according to California Department of Health <br /> Services regulatory criteria) . The Dames and Moore report <br /> "Phase II Site Assessment, Alden Park Area" (September 23 , 1987 ) <br /> contains detailed results of the site investigation. <br /> 4 . 2 Chevron Activity <br /> Chevron activities are described in the foregoing work plan. <br /> Only during below grade activities will personnel need to be con- <br /> cerned with oil vapors ( the Dames and Moore vapor assessment <br /> showed no measurable vapors present above grade) . Below grade <br /> activities will include: <br /> well drilling and installation, small excavations of oil seeps, <br /> installation of seep collection vault( s) , and excavation of pits <br /> for tree planting. <br />
