Scott Mansholt <br /> Chevron Environmental Management Company <br /> 6001 Bollinger Canyon Road <br /> ' Room K2066 <br /> San Ramon, California 94583 <br /> Subject: Alley Reconstruction Observation Report <br /> Alden Park <br /> Tracy, California <br /> ' Dear Mr.Mansholt, <br /> ' At the request of Chevron Environmental Management Company(CEMC), Science Applications <br /> International Corporation(SAIC)has prepared this letter report to document field observations <br /> associated with the Alden Park Alley Reconstruction Project conducted by the City of Tracy at <br /> Alden Park in Tracy, California(Figure 1). The reconstruction was conducted by the City of <br /> t Tracy's subcontractor,Teichert Construction(Teichert),between April 16 and May 31, 2007. <br /> SAIC personnel were on site,on behalf of CEMC,to observe, document, and direct Teichert in <br /> the segregation and stockpiling of any petroleum-affected soil deemed to be Chevron's <br /> ' responsibility in accordance with the approved Soil Management Plan'. This report summarizes <br /> SAIC's observation of the reconstruction activities. <br /> ' ALLEY RECONSTRUCTION ACTIVITIES <br /> Teichert was contracted by the City of Tracy to conduct reconstruction on four alleys(designated <br /> as Alleys A through D) in the Alden Park area. The scope of work consisted of removing, <br /> ' disposing, and replacing degraded asphalt,concrete curbs and gutters, and up to 18 inches of <br /> underlying soil. In addition, trenching for the installation of new underground storm water piping <br /> at three locations was performed in Alleys C and D (Figure 2). <br /> ' CEMC worked with the City of Tracy's Development and Engineering Services Department and <br /> Teichert during reconstruction activities. On April 13,2007,a Site Access Agreement between <br /> Chevron and Teichert was signed to enable Teichert to store roll-off bins on Chevron property at <br /> ' 990 Beechnut Avenue(Attachment A). Subsequently SAIC, on behalf of CEMC,was on site to <br /> ensure any petroleum-affected soil encountered during reconstruction was removed,properly <br /> stored, and disposed of off site. <br /> All petroleum-affected soil removed was found within the footprint of the former reservoir's fire <br /> containment berm(Figure 2),with the majority of petroleum-affected soil found within Alleys A, <br /> B, and C.
