' Mr.M.Scott Mansholt—CEMC
Alley Reconstruction Improvement Project September 5,2007
Alden Park Page 2 of 2
' ionization detector by SAIC personnel. Petroleum-affected soils were generally encountered at
1 foot below ground surface(bgs),typically had a tar-like appearance, and were stained a dark-
grey to black color. The lenses of petroleum-affected soil were generally 1 foot thick.
In order to mitigate odor that could potentially emanate from petroleum-affected soil encountered
during reconstruction, SAIC contracted Kuma Corporation for odor control, which was
' subsequently deemed unnecessary.
Approximately 173 tons(119 cubic yards)of petroleum-affected soil were removed from
12 locations in Alleys A through D(Figure 2). The largest volume of petroleum-affected soil
' (63.65 cubic yards)was removed during trenching activities associated with the installation of an
underground storm water pipe near the Historical Old Valley Pipeline at Locations 1 through 5.
The soil removal dates, approximate volume of soil removed and disposed, and depth of
' petroleum-affected soil encountered at each location is summarized on Figure 2. Petroleum-
affected soil was segregated and stockpiled in soil storage bins located at the 990 Beechnut
Avenue property. A total of 14 soil storage bins were transported to Altamont Landfill by Dillard
' Environmental Services. Waste manifests are included as Attachment B.
During reconstruction a purported irrigation pipe was damaged by Teichert in the northern
portion of Alley D. As a result, water temporarily accumulated at the ground surface, covering
' the area shown on Figure 2 with up to 18 inches of water. Under the direction and supervision of
the City of Tracy,Teichert diverted the accumulated water into a local sanitary sewer line and
resumed reconstruction activities the follow day.
' Photographs of the alley reconstruction project are included as Attachment C.
If you have any questions regarding this work, please contact Larry Silva at (916) 979-3795 or
' Tom Burns at(916)979-3748.
Sincerely,
SCIENCE APPLICATIONS INTERNATIONAL CORPORATION
' SONAL 6
F
THOMAS v,
Larry Silva Tom Burns,P.G.
