Box 1461
Stockton, CA 95201
Project Status, Nomellini Construction Company, 1045 West Charter Way, Stockton,
San Joaquin County
Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff
reviewed the Groundwater Monitoring Report— Frist Quarter 2019 (1 Q2019 Report) dated
16 May 2019, and the Groundwater Monitoring Report Third Quarter 2018(3Q2018 Report)
dated 14 September 2018, both submitted on your behalf by Advanced GeoEnvironmental, Inc.
(AGE). The Nomellini Construction Company property is located at 1045 West Charter Way in
Stockton (Site).
During the first quarter 2019, collected groundwater samples contained up to 13,400
micrograms per liter (ug/L) total petroleum hydrocarbon as gasoline (TPH-G), and 2,360 ug/L
benzene. During the third quarter 2019, collected groundwater samples contained up to 12,700
ug/L TPH-G and 3,170 ug/L benzene.
AGE operated a dual phase extraction (DPE) system from 26 October to 23 September 2013.
The DPE system removed approximately 4,535 pounds of vapor phase TPH-G and extracted
4,042,230 gallons of groundwater, removing 78.6 pounds of dissolved phase TPH-G.
Central Valley Water Board staff have the following comments:
1. In a letter dated 29 June 2018, Central Valley Water Board staff requested that you
install a groundwater monitoring well at the proposed location of boring B-25. A
monitoring well would allow collection of multiple groundwater samples for trend
analysis and to define the extent of petroleum impacts to the north of MW-2. To date,
this well has not been installed. Petroleum impacts to groundwater remain undefined to
the north, northwest, and west of MW-2 and MW-7. In the 3Q2019 Report, AGE stated
that the off-site property owner of 1145 West Charter Way denied access to allow
installation of proposed wells MW-16 and MW-17. AGE recommended that those wells
not be installed, and recommended that they proceed with installation of the well in the
area of proposed boring B-25. Central Valley Water Board staff concur with AGE's
recommendation to install a groundwater monitoring well in the area of previously
KARL E. LONGLEY SCD, P.E., CHAIR I PATRICK.
