SPRECKELS ROAD <br /> MANTECA, CALIFORNIA <br /> 20-3978-OI.P02 <br /> November 5, 1996 <br /> INTRODUCTION <br /> Kleinfelder has conducted a Phase I Environmental Site Assessment (ESA) of the <br /> property known as the Former Spreckels Sugar Plant in Manteca, California (Kleinfelder <br /> Job No. 20-3978-O1.P01, dated October 18, 1996). Plate i shows the location of the <br /> Spreckels property. A small farmhouse, and three smaller structures are located in the <br /> northern portion of the Spreckels property along Yosemite Avenue (Plate 2). Only one <br /> building in this area was accessible to Kleinfelder during the Phase I ESA. The <br /> northernmost structure appeared to be an empty barn and was open. A strong petroleum <br /> odor and visible staining of the wood floor was present. The house was occupied and <br /> inaccessible. The two buildings shown on a 1986 site plan as the "Ag shop" and <br /> "chemical storage" were locked and inaccessible. An underground gasoline storage tank <br /> was formerly located between the barn and the Ag shop. According to the 1986 site plan <br /> and Mr. Jerry Tucker (Spreckels Development Company), two septic systems are (or <br /> were) present in this area, adjacent to the house and the Ag shop. Additionally, a <br /> temporary storage building was formerly located adjacent and south of the Ag shop septic <br /> system and was used to store flammable materials. <br /> As part of the ESA conducted for the Spreckels property, recommendations were made <br /> for further assessment of several areas for potential soil and/or groundwater <br /> contamination. These included evaluation of the septic systems on site (recommendation <br /> 7), additional assessment at two of three known underground storage tank locations <br /> (recommendation 9), evaluation of soils at the Ag shop, farmhouse area chemical storage, <br /> and flammable materials storage unit (recommendation 12), and soil sampling beneath <br /> the wood flooring of the farmhouse area barn (recommendation 18). This proposal <br /> presents a scope of work to address recommendations 7, 9, 12, and 18 as they apply to the <br /> Farmhouse Area of the Spreckels property. <br /> 10-3978-0i.P021MP960119 Page l of @/996, Kleinfelder, Inc. <br />
