File No. 20-3978-0I.P02 kTj K L E I N F E L D E R <br /> November 5, 1996 <br /> SCOPE DESCRIPTION AND OBJECTIVES <br /> Underground Storage Tank <br /> One 5,000 gallon underground unleaded gasoline storage tank (UST) was installed at the <br /> farmhouse portion of the site in 1976. The UST was removed in May 1987 under permit <br /> of the San Joaquin County Environmental Health Division (EHD). One soil sample was <br /> collected frau beneath the UST at the time of removal but there is no record of sampling <br /> beneath the product piping. No petroleum constituents above laboratory reporting limits <br /> were detected in the soil sample collected. However, a letter in the EHD file for the <br /> Spreckels site indicates that it is not possible to evaluate the farmhouse UST site for <br /> closure because the 1987 removal does not meet current standards. <br /> In order to obtain closure for the 5,000 gallon UST site, Kleinfelder proposes to advance <br /> two exploratory Hydropunch soil borings. One boring will be advanced through the <br /> center of the former UST location and the second boring will be advanced in the vicinity <br /> of the former fuel dispenser. Soil and groundwater samples will be collected from each <br /> boring. Kleinfelder will submit a workplan for site assessment activities to the San <br /> Joaquin County Public Health Services Department Environmental Health Division <br /> (PHS/EHD). <br /> Septic Systems <br /> Two septic systems are present in the Farmhouse Area of the Spreckels site. The purpose <br /> of the septic systems was to receive domestic sewage. It is common to find that <br /> unauthorized or unintended discharge to septic systems of hazardous materials or <br /> petroleum products has occurred. <br /> Kleinfelder proposes to advance a total of four exploratory Hydropunch soil borings in <br /> the vicinity of the two septic tanks and associated leach fields. Soil and groundwater <br /> samples will be collected from each boring. The septic system assessment activities will <br /> be included in the workplan to be submitted to the San Joaquin County EHD. <br /> Chemical Building and Ag Shop <br /> The two structures identified on site maps provided by Spreckels Development Company <br /> as the "chemical building" and "Ag shop" were locked and inaccessible during <br /> Kleinfelder's Phase I ESA. It is anticipated that the chemical building was used to store <br /> pesticides and other agricultural chemicals.
