J <br /> FILE NO. 20-3978-01.WR6 k" KLEINFELDER <br /> FEBRUARY 24, 1997 <br /> The Spreckels Manteca property also contains a large amount of cropland, mostly almond <br /> orchards and grain crops. The cropland serves two purposes: providing a buffer zone <br /> between the factory and the adjacent community, and providing a means of disposing of <br /> clarified wastewater from the plant via irrigation. The "sludge" which would accumulate in <br /> the wastewater ponds was periodically removed and spread on the cropland and/or feedlot. <br /> "Tare dirt"washed from the beets was also spread on the cropland and/or feedlot. <br /> 3.2 BACKGROUND ON THIS AREA OF CONCERN <br /> Since its construction in 1917, the Manteca Sugar Factory has been operated by Spreckels <br /> Sugar Company (Spreckels). Railroad spurs have been located on site since the construction <br /> of the factory. Various herbicides or waste oil may have been used for weed control along the <br /> railroad tracks. Hazardous substances may have been transported on site via railcars. <br /> Creosote and/or pentachlorophenol may have been used to treat the railroad ties in the railbed. <br /> Locomotive maintenance was conducted on site wherever necessary.
