k` i KLEINFELDER
M employee owmd company
File No. 20-3978-01.W35
September 26, 1997
Mr. Mike Atherton
Atherton Kirk Development Company
2800 West March Lane, Suite 430
Stockton, California 95219
RE: Results COPY
Resampling of Soil Boring 4-47
Former Waste Water Ponds (Grover Area)
Former Spreckels Sugar Plant No. 2
18800 South Spreckels Road
Manteca, California
Dear Mr. Atherton,
In accordance with your authorization, and at the request of Mr. Ron Rowe of the San Joaquin
County Public Health Services Department Environmental Health Division (PHS/EHD),
Kleinfelder has resampled adjacent to the above-referenced boring. The results of the sampling
are detailed in this document as follows.
BACKGROUND
The former Spreckels Sugar Plant No. 2 was constructed in approximately 1916. Sugar beets
were transported from the farm to the processing plant via trucks and railcar. The loaded trucks
and railcars were weighed at the scales, and the beets were unloaded at the unloading station.
The Spreckels Manteca plant most recently used a series of conveyors, but formerly utilized an
underground beet flume which utilized water to transport the beets from the unloading area to the
factory. After unloading the beets were washed. The wash water contained soil and other
substances (possibly agricultural chemicals including various herbicides and pesticides) and was
transported to the mud ponds for disposal.
The accumulated pond bottom sludge may have contained elevated concentrations of metals or
other hazardous substances. The sludge from the pond bottoms was periodically removed and
spread on site. In its "Phase I Environmental Site Assessment..." (dated October 18, 1996)
(Kleinfelder File No. 20-3978-01.1`01), Kleinfelder recommended the further assessment of the
pond bottoms and the random areas where sludge may have been spread.
20-3978-0I.W35/2017R551 Page No. I of
Copyright 1997,Kleinfelder, Inc.
