KLEINFELDER <br /> File No. 20-3978-01.W 10 <br /> July 26, 1997 <br /> 4.5 Septic System Locations (File No. 20-3978-O1.WR5) <br /> Based on the results of the subsurface assessment conducted in this area, Kleinfelder had the <br /> following recommendations detailed in our report "Limited Phase II Soil and Groundwater <br /> Assessment, Septic Systems, (Portion of Phase I ESA Recommendation Number 7), Former <br /> Spreckels Sugar Plant No. 2, 18800 South Spreckels Road, Manteca, California" dated February <br /> 24, 1997: <br /> 1. Kleinfelder does not recommend any further site-specific investigation or site-specific clean- <br /> up of the Spreckels three septic system locations. <br /> 2. Kleinfelder recommends the components of the septic systems (septic tank, leach pipe and <br /> leach field material) be properly removed as part of site demolition in accordance with State <br /> and local laws and regulations. <br /> 3. Kleinfelder recommends that a copy of this report be submitted to the RWQCB and <br /> PHS/EHD for their review and comment. Additionally, Kleinfelder recommends that a letter <br /> of"no further action"be requested from both agencies. <br /> 4.6 Railroad Spur Areas (File No. 20-3978-01.WR6) <br /> Based on the results of the subsurface assessment conducted in this area, Kleinfelder expressed the <br /> following recommendations in our report "Limited Phase 11 Soil Assessment, Railroad Spurs, <br /> (Phase I ESA Recommendation Number 21), Former Spreckels Sugar Plant No. 2, 18800 South <br /> Spreckels Road, Manteca, California"dated February 24, 1997: <br /> 1. A copy of this report should be submitted to the San Joaquin County Public Health Services <br /> Department Environmental Health Division (PHS/EHD) and the State of California Regional <br /> Water Quality Control Board (RWQCB) for their consideration.
