SPRECKELS ROAD <br /> MANTECA, CALIFORNIA <br /> 20-3978-O1.W14 <br /> January 6, 1997 <br /> INTRODUCTION <br /> Kleinfelder has conducted a Phase I Environmental Site Assessment (ESA) of the property <br /> known as the Former Spreckels Sugar Plant in Manteca, California (Kleinfelder Job No. 20- <br /> 3978-01.P01, dated October 18, 1996). Plate l shows the location of the Spreckels property. <br /> Review of internal Spreckels documentation indicates that a "solvent washdown pad" is present <br /> in the vehicle maintenance area. This is most likely the existing auto slab located adjacent to <br /> the electrical and instrument shops. An "oil room" is located on the south side of the auto slab. <br /> A drain appears to lead from the oil room to the three bays of the auto slab. Additionally, <br /> according to Mr. Jerry Tucker of Spreckels Development Company, the area located between <br /> the factory and the south sugar warehouse was used to wash down trucks. A historical "auto <br /> shed" was also noted on Sanborn fire insurance maps. This auto shed was located along the <br /> western property line behind the existing administration building. Kleinfelder recommended <br /> that the condition of the soils in these areas be evaluated (Phase I ESA recommendation <br /> number 17). <br /> In addition to the vehicle-related features mentioned above, visible discoloration and a <br /> noticeable odor was noted at the former hazardous materials bulk tote storage area within the <br /> plant.
