r � <br /> File No. 20-3978-O1.WR9 �■ KLEINFELDER <br /> December 9, 1996 <br /> The summarized data will be used to create short informational reports to support meetings with <br /> the regulatory agencies. <br /> 2.8 Meetings With Regulatory Agencies <br /> Kleinfelder staff will meet with the regulatory agencies that are typically involved with <br /> permitting and regulation of landfills. Based on our past experience, these agencies will <br /> probably be the Environmental Health Division of San Joaquin County Public Health Services <br /> (PHS/EHD), and the Central Valley Regional Water Quality Control Board (RWQCB). <br /> Kleinfelder will schedule meetings with both agencies to discuss the results of the investigation. <br /> During these meetings and subsequent correspondence, Kleinfelder will attempt to reach an <br /> understanding with each agency as to 1) what the regulatory status of each landfill is, and 2) what <br /> further actions must be taken to put the landfills in regulatory compliance with respect the plans <br /> for future development of the Spreckels property. The regulatory agencies are sometimes <br /> unwilling to commit to a firm position on specifying exactly what is required for closure of a <br /> landfill so we may not be able to obtain a definitive position in writing from each agency prior to <br /> initiation of any corrective action that may be required. <br /> 2.9 Corrective Action Recommendation Report <br /> Kleinfelder will prepare a corrective action recommendation report that presents <br /> recommendations for what additional corrective actions will be needed to meet with regulatory <br /> requirements. Estimated costs for the corrective actions will also be attached to the report. <br /> 3. ASSUMPTIONS <br /> 1. Assume that no more than seven landfills areas will be subjected to the geophysical <br /> investigation. <br /> 2. The geophysical investigation will be completed in 3 days. <br /> 3. Landfill trenching and soil sampling for all seven landfills will be completed in 5 days. <br /> 4. The landfill gas survey will be completed in 2 days. <br /> 5. Three monitoring wells will be installed at each landfill area for a total of 21 monitoring <br /> wells. Each well will be 2" Schedule 40 PVC with 20 feet of slotted screen.
