File No. 20-3978-01.W 11 KLEINFELDER <br /> December 16, 1996 <br /> SCOPE DESCRIPTION AND OBJECTIVES <br /> Factory Tank <br /> One 8,000 gallon underground regular leaded gasoline storage tank (UST) was installed at the <br /> factory in 1965. The UST was removed in May 1987 under permit of the PHS/EHD. One soil <br /> sample was collected from beneath the UST at the time of removal but there is no record of <br /> sampling beneath the product piping. Ethylene dibromide (EDB) was reported at 18 parts per <br /> billion (ppb) in the soil sample collected. No petroleum constituents or lead above laboratory <br /> reporting limits were detected in the soil sample collected. However, a letter in the PHS/EHD <br /> File for the Spreckels site indicates that it is not possible to evaluate the UST site for closure <br /> because the 1987 removal does not meet current standards. <br /> In order to obtain closure for the 8,000 gallon UST site, Kleinfelder proposes to advance one <br /> Hydropunch IIT"' soil boring and three exploratory soil borings. The Hydropunch IIT" boring <br /> will be advanced through the center of the former UST location, and the three exploratory soil <br /> borings will be advanced in the vicinity of the former UST, piping and former fuel dispenser. A <br /> groundwater sample will be collected from the Hydropunch [IT" boring, and soil samples will <br /> be collected in both the Hydropunch IIT" boring and each exploratory soil boring. Kleinfelder <br /> will submit a workplan for site assessment activities to the PHS/EHD. <br /> Historical UST Locations <br /> Two historical UST locations were revealed by Sanborn Fire Insurance maps. One of the USTs <br /> is a former oil tank, and the second historical tank was a gasoline tank. Kleinfelder proposes to <br /> advance one Hydropunch IIT^^ soil boring and two exploratory soil borings in the vicinity of <br /> each historical UST. One Hydropunch IITm boring will be advanced through the center of each <br /> former UST location, and the two exploratory soil borings will be advanced in the anticipated <br /> locations of the piping and former fuel dispenser. Groundwater samples will be collected from <br /> the Hydropunch IITM borings, and soil samples will be collected in both the Hydropunch IITM <br /> borings and each exploratory soil boring.
