SPRECKELS ROAD <br /> MANTECA, CALIFORNIA <br /> 20-3978-01.W11 <br /> December 16, 1996 <br /> INTRODUCTION <br /> Kleinfelder has conducted a Phase I Environmental Site Assessment (ESA) of the property <br /> known as the Former Spreckels Sugar Plant in Manteca, California (Kleinfelder Job No. 20- <br /> 3978-0I.P01, dated October 18, 1996). Plate I shows the location of the Spreckels property. <br /> Three underground storage tanks (UST) were previously removed from the Spreckels property. <br /> A closure letter has been issued by the San Joaquin County Public Health Services Department <br /> Environmental Health Division (PHS/EHD) for only one of the three tanks. Although the <br /> remaining two underground tank locations are not considered contaminated, the EHD will not <br /> issue closure letters for the UST locations unless additional assessment is conducted. One of <br /> these two tanks is located in the Farmhouse Area of the site, and is being addressed under <br /> proposal number 20-3978-0I.WR2. The remaining tank is located within the factory area and is <br /> addressed in this scope of work. <br /> In addition to the three underground storage tanks known to have been removed from the site, <br /> two historical UST locations were revealed by Sanborn Fire Insurance maps. One of the USTs is <br /> a former waste oil tank shown on the Sanborn map as being located near the existing Beet Seed <br /> Warehouse.
