SPRECKELS ROAD <br /> d co 0 MANTECA, CALIFORNIA <br /> a <br /> 20-3978-01.WR7 <br /> November 22, 1996 <br /> INTRODUCTION <br /> Kleinfelder has conducted a Phase l Environmental Site Assessment (ESA) of the <br /> property known as the Former Spreckels Sugar Plant in Manteca, California (Kleinfelder <br /> Job No. 20-3978-01T01, dated October 18, 1996). Plates 1 and 3 show the location of <br /> the Spreckels property. Approximately twenty-five acres in the northwest corner of the <br /> property are proposed for residential development. This portion of the Spreckels site has <br /> historically been used for the production of almonds and/or grain crops. Agricultural <br /> chemicals have been used at the site as part of normal crop production. No obvious <br /> evidence of the misuse of such chemicals was noted during our site reconnaissance or <br /> during our historical research. The impact of the on-site and/or regional use of <br /> agricultural chemicals to soil at the site is unknown. Therefore, Kleinfelder <br /> recommended that surface and shallow depth soil samples be collected and analyzed for <br /> pesticides and herbicides (Recommendation Number 1). The surface and shallow depth <br /> soil samples could be obtained using a hand auger and slide hammer sampling device. <br /> Additionally, several company owned "cottages" were located along Yosemite Avenue in <br /> the northwest portion of the Spreckels property. A suspected fuel oil or steam line was <br /> noted in aerial photographs dated 1937, leading from a"heater house" near the location of <br /> the existing administration building, to the cottages along Yosemite Avenue. It is <br /> possible that leakage from this suspected fuel line has impacted the site. Kleinfelder <br /> recommended that sampling be conducted along the former fuel/steam line location to <br /> verify that no contamination is present (Recommendation Number 13).
