SPRECKELS ROAD <br /> MANTECA, CALIFORNIA <br /> 20-3978-O1.P02 <br /> November 12, 1996 <br /> INTRODUCTION <br /> Kleinfelder has conducted a Phase I Environmental Site Assessment (ESA) of the property <br /> known as the former Spreckels Sugar Plant in Manteca, California (Kleinfelder Job. No. 20- <br /> 3978-01.P01, dated October 18, 1996). Plate I shows the location of the Spreckels property. <br /> During sugar processing "milk of lime" is used to precipitate out impurities. The milk of lime <br /> is produced by "calcimining" the lime in the lime kiln and then adding water. The spent lime <br /> was disposed of in above grade lime ponds. The lime ponds rise above the ground surface <br /> approximately 20 to 25 feet. From approximately 1975 to 1983, an asbestos/diatomaceous <br /> earth combination called "precoat" was used in the filtration of sugar beet juice. Precoat was <br /> disposed of in the lime ponds. Recommendation number 4 of the Phase I ESA conducted at the <br /> site included sampling the material in the lime ponds for asbestos content. <br /> SCOPE OF WORK <br /> Drilling Permit and Work Plan Submittal <br /> Kleinfelder will collect samples from the lime ponds using exploratory borings. The San <br /> Joaquin County Public Health Services Department Environmental Health Division <br /> (PHS/EHD) requires a workplan and boring permit application for exploratory borings drilled <br /> for site assessment purposes. The proposed borings will therefore require permits. <br /> Kleinfelder will also prepare a health and safety plan for use in the field. The health and safety <br /> plan will be included as part of the workplan. Because of the potential exposure of <br /> Kleinfelder's field personnel to airborne asbestos dust, this proposal includes costs for use of <br /> personal protective equipment (Level C protection, i.e., respirators and Tyvek), and personal air <br /> monitoring. <br /> 20-3978-011MP9601311UW960013 Page I of 01996, Kleinfelder,Inc. <br />
