File No. 20-3978-0 LWR6 k" KLEINFELDER
November 19, 1996
ATTACHMENT A
SCOPE OF WORK
RAILROAD SPUR SAMPLING AND ANALYSIS
(PHASE I ESA RECOMMENDATION NUMBER 21)
FORMER SPRECKELS SUGAR PLANT
18800 S. SPRECKELS ROAD
MANTECA, CALIFORNIA
20-3978-O1.WR6
November 19, 1996
INTRODUCTION
The Manteca Sugar Factory was constructed in 1917 and has been operated by Spreckels
Sugar Company (Spreckels) since its construction. Railroad spurs have been located on
site since the construction of the factory. Various herbicides or waste oil may have been
used for weed control along the railroad tracks. Hazardous substances may have been
transported on site via railcars. Creosote and/or pentachlorophenol may have been used
to treat the railroad ties in the railbed. Locomotive maintenance was conducted on site
wherever necessary. Polychlorinated biphenyls (PCBs), oils, and solvents may be
associated with said maintenance.
SCOPE OF SERVICES
Kleinfelder proposes to visually inspect the railbed for obvious signs of contamination
such as staining, and collect soil samples along the railbed. The soil samples will be
collected using a hand auger and slide hammer sampler. The samples will be collected at
the surface and at a depth of five feet below grade. The surface soil samples will be
collected from 27 locations spaced at approximate 300 foot intervals on alternating sides
of the railbed. The deeper five foot samples will be collected wherever soil staining is
noted, or at eight randomly selected locations. The proposed sampling locations are
shown on Plate 2. The hand auger borings will not require permits from the San Joaquin
County Public Health Services Department Environmental Health Division (PHS/EHD).
20-3978-01.WR61MI3960138 Page 1 of 0/996, Klernfelder, Inc.
