1 I <br /> 2 JURISDICTION <br /> 3 The California Department of Health Services ("Department") <br /> 4 issues this Remedial Action Order to the above named <br /> 5 Respondents pursuant to California Health and Safety Code <br /> 6 Sections 25355. 5 (a) (1) (B) , 205 and 206. The Department has <br /> 7 determined that releases of hazardous substances at the above <br /> 8 named Site constitute a Public Nuisance as defined in Civil <br /> 9 Code sections 3479 and 3480. <br /> 10 II <br /> 11 FINDINGS OF FACT <br /> 12 2 . 1. 1 The hazardous waste site ("Site") which is the subject of <br /> 13 this Remedial Action Order, is located at 540 West Scotts <br /> 14 Avenue, Stockton, CA 95203 . A map showing the Site location is <br /> 15 attached as Exhibit A. <br /> 16 2 . 1. 2 The site was used as a zinc galvanizing facility between <br /> 17 August 1968 and February 1982 . The process used to galvanize <br /> 18 metal objects included several dip treatments to prepare the <br /> 19 metal surface for bonding with the liquid zinc. Using a <br /> 20 overhead crane objects were dipped in a caustic soda bath to <br /> 21 remove dirt and grease, then dipped in a sulfuric acid tank to <br /> 22 remove mill scale, then dipped in a hydrochloric acid bath as a <br /> 23 preflux step preceding the molten zinc bath dipping. <br /> 24 Contamination of the soil is a result of uncontrolled spills, <br /> 25 drips and tank cleaning that occurred during the fourteen years <br /> 26 the plant operated. <br /> 27 <br /> COURT PAPER <br /> 6TATR orDALIIDRRIA <br /> STD. 113 iRev. 6.721 —2- <br /> 85 34789 <br />
