Randolph is the owner of the property <br /> 5 <br /> identified in section 2 . 1. 1. <br /> 6 <br /> 2 .3 SITE INVESTIGATIONS <br /> 7 <br /> 2 . 3 . 2 Based on soil samples collected from the Site by McKesson <br /> 8 <br /> Environmental Services on July 7, 1984 , the Department has <br /> 9 <br /> verified that there was an uncontrolled release of hazardous <br /> 10 <br /> substances at the Site at levels which may pose a threat to <br /> 11 <br /> human health and/or the environment on or near the Site. <br /> 12 <br /> Hazardous substances found at the Site include lead, zinc, <br /> 13 <br /> arsenic, barium, cadmium, chromium, copper, nickel, selenium, <br /> 14 <br /> vanadium and acidic soils with pH values less than 3 . Copies of <br /> 15 <br /> the sampling results from the July 7, 1984 investigation are <br /> 16 <br /> attached in Exhibits B1 through B3 . <br /> 17 <br /> 2 .4 POPULATION AT RISK <br /> 18 <br /> 2 . 4 . 1 The Acme - Stockton Galvanizing Works is located in <br /> 19 <br /> Stockton, California.
