ENGINEERS & GEOLOGISTS <br /> 010107.00 <br /> December 28, 2010 <br /> Ms. Anne Olson <br /> California Regional Water Quality Control Board <br /> Central Valley Region <br /> 11020 Sun Center Drive, Suite 200 <br /> Rancho Cordova, CA 95670-6114 <br /> Dear Ms. Olson: <br /> SUBJECT: WORK PLAN FOR SLUDGE IMPOUNDMENT CLOSURE,DIAMOND PET <br /> FOOD PLANT,RIPON,CALIFORNIA <br /> INTRODUCTION <br /> On behalf of Diamond Pet Food Processors of Ripon, LLC (Diamond), Lawrence& <br /> Associates (L&A) is submitting this Work Plan for closure of the remaining open sludge <br /> impoundment at Diamond's Ripon plant (Sheets C1.0 and C2.0). Because Diamond will <br /> not use the impoundment, you requested submittal of a"brief closure workplan" in a <br /> letter to Mr. Mark Schell of Diamond, dated October 7, 2010. <br /> You indicated in your letter that the Regional Water Quality Control Board (RWQCB) <br /> considered the material (paper sludge from former operation of the plant by various paper <br /> manufacturers) to be inert, and not subject to the requirements of Title 27, California <br /> Code of Regulations, which govern waste disposal to land. <br /> DESCRIPTION OF IMPOUNDMENT/LANDFILL <br /> The impoundment (or inert waste landfill to which it is sometimes referred) is a basin, <br /> partially filled with sludge from the previous paper-making process. The surface of the <br /> sludge deposit is quite irregular (Sheet C3.0 shows existing topography). There is some <br /> soil cover and vegetation on the surface, although not all of the sludge is covered. <br /> Historical drawings of the basin show the impoundment to be approximately 18 feet deep. <br /> Based on current sludge-surface elevations (surveyed in October 2010), it is estimated <br /> that approximately 40,000 cubic yards of sludge (inert waste) is in the basin.
