Proposal No. P1-410-0587 <br /> August 27,2010 <br /> Page 3 <br /> 3.0 PURPOSE <br /> The purpose of the proposed assessment is to evaluate the subsurface soil conditions,and assess the presence <br /> and concentration of volatile organic compounds (VOCs)in soil at the subject property. SALEM proposes to <br /> do this assessment by conducting limited soil vapor sampling and analysis as recommended in the Phase I <br /> report prepared by SALEM. The scope of our investigation includes a program of field sampling, chemical <br /> analysis and preparation of a final report. <br /> 4.0 SOIL VAPOR SURVEY <br /> The objectives of the field investigation are as follows: <br /> 1. To collect and analyze soil-gas samples to quantify VOC levels in the vadose zone under the <br /> proposed Fresh&Easy Neighborhood Market building pad. <br /> 4.1 Proposed Investigation Activities <br /> A proposed scope of work for the investigation activities is presented below. <br /> • Task 1 —Site Subsurface Utility Plan Review: Review background information as presented in SALEM's <br /> Phase I ESA report, and attempt to obtain as-built plans for underground utilities for the subject <br /> buildings. <br /> • Task 2—Evaluation of Groundwater Data: SALEM will perform an evaluation of historical groundwater <br /> data to determine groundwater depths at the time of suspected release(s) of hazardous materials. This <br /> data will be used to guide potential sampling depths. <br /> • Task 3 — Access Permission: Written access permission will be obtained by the client from property <br /> owner(s)prior to the start of field work. <br /> • Task 4 — Drilling Permit: San Joaquin County Environmental Health Department (SJCEHD) requires <br /> that a permit be issued for subsurface assessment activities, including soil vapor surveys. A soil boring <br /> permit will be obtained from,and fees paid to,the SJCEHD prior to site work. <br /> • Task 5 — Pre-sampling Inspection and Surveying Prior to the start of sampling activities, a field <br /> reconnaissance will be performed, in which SALEM personnel will inspect areas proposed for sampling. <br /> During the pre-sampling inspection, SALEM will mark the approximate soil vapor sampling locations (to <br /> be determined in the field). Each sampling location will be marked with paint, or other appropriate <br /> marker,to identify the proposed sampling locations. <br /> • Task 6 — Geophysical Borehole Clearance: If accurate as-built plans cannot be located for underground <br /> utilities within the building, a contractor will conduct underground utility clearance of the proposed soil <br /> vapor sample locations using various geophysical methods. Final sampling locations may need to be <br /> modified in the field based on utility locations or other conditions encountered in the field. <br /> Task 7—Soil-Gas Sampling: Soil-gas samples will be collected from a total of five (5) temporary sampling <br /> points from both inside and outside of the existing bu�One round of soil-gas samples will be <br /> collected and analyzed for VOCs using EPA Method 8260B. Samples will be analyzed by an <br /> Environmental Laboratory Approval Program (ELAP) certified laboratory. At each sampling point, the <br />
