Geologist <br /> Private Sites Cleanup Unit Private Sites Cleanup Unit <br /> DATE: 6 November 2009 SIGNATURE: - - <br /> SUB iECT: SIT E I�vSFECTION, ANDRADE TRUCKING DIFSEL SPILL, STOCKTON, SAN <br /> JOAQUIN COUNTY <br /> On 9 October 2009 1 conducted a site inspection of a diesel fuel spill, accompanied by Greg <br /> Stahl of Ground Zero Analysis, the consultant on the project. <br /> The spill occurred 23 January 2007 on McKinley Avenue south of Industrial Drive in south <br /> Stockton, San Joaquin County. The spill resulted when a diesel truck, pulling a flatbed trailer, <br /> attempted to drive around railroad traffic control gates on McKinley Avenue and was <br /> subsequently hit by a Union Pacific Railroad (UPRR) locomotive. The diesel truck rolled onto <br /> its side and spilled its fuel tank, estimated at between 30 and 50 gallons of diesel fuel, on the <br /> side of the tracks on UPRR right-of-way. The Andrade Trucking driver was subsequently cited <br /> for attempting to circumnavigate the traffic control gate. <br /> Emergency responders at the time of the accidents used absorbent materials to absorb as <br /> much of the spilled fuel as possible. An unknown amount probably soaked into the soil. <br /> Andrade reportedly arranged for Ramage Environmental to respond to the spill and cleanup <br /> the soil contamination, but no work was done over a payment dispute. San Joaquin County <br /> Environmental Health tried unsuccessfully to get either Andrade or UPRR to clean up the soil, <br /> and referred the case to the Regional Water Board on 7 July 2008. <br /> The exact location of the spill was deduced from photographs taken at the time of the <br /> accident. The location is underlain by multiple utilities, including a petroleum pipeline, three <br /> fiber optic cables, a sewer line and electrical lines. In the approximately 33 months since the <br /> accident, UPRR has deposited and removed ballast and possibly soil from the area of the spill. <br /> At the time of the inspection, only a couple of inches of ballast covered the subgrade, which is <br /> highly compacted ballast and silty clayey soil. Slight discoloration of the soil was observed at <br /> the spill location, however similar discoloration was observed at other areas adjacent to the <br /> railroad tracks. Currently, the spill location is in a slight depression, therefore considerable <br /> precipitation would have to occur to result in overland flow. Overland flow would make its way <br /> to a drainage swale about 100 yards away. <br /> California Environmental Protection Agency <br /> 7'Recycled Paper <br />
