The spill occurred on 23 January 2007 due to an accident involving a M&L <br /> Andrade and Sons (Andrade) truck and a Union Pacific Railroad (UPRR) train. The accident <br /> resulted in spilling about 50 gallons of diesel fuel into the ballast and soil beneath the UPfRR <br /> tracks at McKinley Avenue near Industrial Way in Stockton. A drainage ditch that eventually <br /> drains into the delta is less than 100 yards away, and groundwater beneath the site is <br /> expected to be about 40 feet deep. Thus, the groundwater quality and beneficial uses (BUs) <br /> of the state's waters are threatened at the site, specifically the BU of the groundwater for water <br /> supply. <br /> Because the driver of the truck was cited for illegally going through the railroad crossing, <br /> Andrade is responsible to clean up the spilled fuel. Because the spill occurred about 20 months <br /> ago, Andrade will need to submit an initial work plan to the Regional Water Board to investigate <br /> how far the fuel has migrated in the soil and ballast. Also, because the work is mostly on UPRR <br /> right of way, the work will need to be coordinated with UPRR environmental management. All <br /> work plans and reports need to be signed by a Professional Civil Engineer or Geologist licensed <br /> to practice in the State of California. <br /> By 31 October 2008, please submit a work plan to define the extent of the soil contamination. <br /> The work plan should be prepared under the general guidelines in ITEMS TO BE INCLUDED <br /> IN A SITE ASSESSMENT WORK PLAN, which is attached for your convenience.
