WASTE DISCHARGE REQUIREMENTS ORDER R5-2012-0105 15 <br /> DIAMOND PET FOOD PROCESSORS OF RIPON, LLC AND <br /> RIPON COGENERATION, LLC <br /> DIAMOND PET FOOD RIPON FACILITY <br /> SAN JOAQUIN COUNTY <br /> C. Effluent Limitations <br /> 1. Treated wastewater blended with supplemental water discharged to the LAAs from <br /> ASB-2 shall not exceed the following limits: <br /> Monthly Maxim Annual <br /> Constituent Units um Averages <br /> BODS 1 mg/L 40 -- <br /> Total Nitrogen mg/L 101 -- <br /> Total Dissolved Solids mg/L -- 800 <br /> Chloride mg/L -- 106 <br /> pH Std. 6.5 to 8.5 <br /> 5-day biochemical oxygen demand at 20°C. <br /> 2 Effective beginning 12 months after the adoption date of this Order. <br /> 3 As a flow-weighted average for the calendar year. <br /> Compliance shall be determined based on analytical results for blended effluent samples <br /> obtained from the monitoring point immediately downstream of ASB-2 as shown on <br /> Attachment C. <br /> D. Groundwater Limitations: <br /> 1. Release of waste constituents from any portion of the treatment and disposal system <br /> shall not cause groundwater in any compliance well defined in the attached MRP to: <br /> a. Contain waste constituents in concentrations statistically greater than current <br /> groundwater quality. <br /> b. Exceed a total ooliform organism level of 2.2 MPN/100mL. <br /> c. Exhibit a pH of less than 6.5 or greater than 8.5 pH units. <br /> d. Contain taste or odor-producing constituents, toxic substances, or any other <br /> constituents in concentrations that cause nuisance or adversely affect beneficial <br /> uses. <br /> Compliance with these limitations shall be determined annually based on comparison <br /> of data for each well with the groundwater limitations using approved intra-well <br /> statistical methods. <br /> E. Discharge Specifications: <br /> 1. No waste constituent shall be released, discharged, or placed where it will be released <br /> or discharged, in a concentration or in a mass that causes violation of the Groundwater <br /> Limitations of this Order. <br /> 2. The discharge shall not cause degradation of any water supply. <br /> 3. Wastewater treatment, storage, and disposal shall not cause a pollution or nuisance as <br /> defined by the Porter-Cologne Water Quality Control Act, section 13050. <br />
