A N J O A Q U IN Environmental Health Department <br /> COUNTY— <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> STOCKTON STEEL CO 3003 E HAMMER LN, STOCKTON March 11, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br /> -One open 55-gallon drum containing paint waste was observed in the paint room (closed during inspection by paint <br /> personnel). <br /> -One open approximately 5-gallon container containing contaminated paint rags was observed in the paint room <br /> (placed in paint rags container by paint personnel). <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: The violation was corrected during the inspection by paint personnel. No further action is <br /> required to correct this violation. <br /> This is a repeat violation, Class II. <br /> 601 CCR 66262.34(a)Stored hazardous waste on site longer than 90 days without a permit or authorization. <br /> OBSERVATION: The following hazardous waste containers were found on-site with an accumulation start date of <br /> greater than 90 days or no accumulation start date: <br /> -One 55-gallon drum containing used fuel filters had no accumulation start date. <br /> -One 55-gallon drum containing used antifreeze had no accumulation start date. <br /> -One 55-gallon drum containing used oil had accumulation start date: 11-16-18. <br /> -One 55-gallon drum containing used oil had accumulation start date: 03-05-19. <br /> -One 55-gallon drum containing oily solids was lacking an accumulation start date. <br /> -One 55-gallon drum containing paint waste had accumulation start date: 10-03-18. <br /> REGULATION GUIDANCE: <br /> (a)a generator may accumulate hazardous waste on-site for 90 days or less <br /> (b)The beginning of the 90 day period is determined as follows: <br /> (1)if the generator does not generate more than 100 kilograms of hazardous waste or one kilogram of acutely <br /> hazardous waste(listed in section 66261.33(e))or one kilogram of extremely hazardous waste during any calendar <br /> month, the 90 day period begins on the date the generator has accumulated 100 kilograms of hazardous waste or <br /> one kilogram of acutely hazardous waste or one kilogram of extremely hazardous waste; <br /> (2)if the generator generates more than 100 kilograms of hazardous waste or one kilogram of acutely hazardous <br /> waste or one kilogram of extremely hazardous waste during any calendar month,the 90-day period begins on the <br /> first date on which any amount of hazardous waste begins to accumulate during that month. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 90 days in <br /> compliance with Title 22 California Code of Regulations.
