Appendix E contains the current Monitoring and Reporting Program <br /> (MRP). <br /> The monitoring parameters represent the short list of constituents that represent the longer list of <br /> COC. Typically, monitoring parameters are constituents that are found in a discharge at higher <br /> concentrations than groundwater, and are relatively mobile in the subsurface, giving an early <br /> indication of impacts or changes in impacts from a discharge. The proposed monitoring parameters <br /> are the same as the existing MRP. <br /> It is proposed to reduce the number of monitoring points in the semiperched aquifer. Currently, there <br /> are 28 monitoring points in the semiperched aquifer(OB-1 through 013-28), with between 10 and 20 <br /> years of data. Because the proposed discharge is lower in volume and better in quality than the <br /> previous paper-mill discharge, and the groundwater quality has been adequately characterized in the <br /> past, fewer monitoring points will suffice to track groundwater quality changes. <br /> The semiperched points to be retained include those that show increasing trends, with additional <br /> points to provide coverage over the entire site and perimeter—OB-1, -2, -4 -5, -7, -8, -17, -19, -21, - <br /> 22 -24, and-25 through-28.
