MARK SCHELL <br /> 103 NORTH OLIVE,P.O.BOX 156•META,MO 65058 <br /> TEL.(573)2294203,Ext. 1184 <br /> Uuu FAX(573)229-4655 <br /> PETFOOQS E-MAIL: MSCHELL@diamondpet.com <br /> January 29, 2011 <br /> Mr. Todd Del Frate <br /> California Regional Water Quality Control Board <br /> Central Valley Region <br /> 11020 Sun Center Drive#200 <br /> Rancho Cordova, CA 95670-6114 <br /> Dear Mr. Del Frate: <br /> SUBJECT: TRANSMITTAL LETTER FOR COMBINED ANNUAL AND <br /> SECOND-HALF 2010 GROUNDWATER-MONITORING REPORT, <br /> DIAMOND PET FOOD PROCESSORS OF RIPON,RIPON, <br /> CALIFORNIA (FORMERLY NEENAH PAPER FR,LLC) <br /> Introduction <br /> Please find attached a copy of Lawrence &Associates' (L&A's) Combined Annual and <br /> Second-Half 2010 Groundwater-Monitoring Report for Diamond Pet Food Processors of <br /> Ripon California LLC (DP), 942 South Stockton Avenue, Ripon, California(formerly <br /> Neenah Paper FR LLC). <br /> The work described in this report fulfills the monitoring and reporting requirements set <br /> forth in Waste Discharge Requirements, Order 5-01-148, dated 14 June 2001, issued <br /> Neenah Paper FR LLC by the California Regional Water Quality Control Board, Central <br /> Valley Region(CVRWQCB) as well as the site's revised monitoring and reporting <br /> program (MRP) dated September 14, 2009, for Waste Discharge Requirements, Order 5- <br /> 01-148. <br /> In October 2010, DP purchased the site from Neenah Paper FR LLC and assumed all <br /> monitoring and reporting responsibilities per the MRP. <br /> Essential Point(s) Of Report <br /> • During 2010, the DP site was in compliance with all the monitoring and reporting <br /> requirements and effluent discharge limitations set forth in WDR Order 5-01-148. <br /> • During the past year, DP was still accepting, diluting, and disposing the brine <br /> stream from the adjacent Fort Chicago US Power Inc., cogeneration plant <br /> (Cogen). The Cogen produces approximately 300,000 gallons of regeneration <br /> brine per day with an average total dissolved solid(TDS) concentration of 1,000 <br /> mg/L. Cogen brine is discharged to DP's clarifier where it is mixed with lower <br /> TDS water from production wells PW-6 through PW-8 before being discharged, <br /> in sequence, into aeration stabilization basins ASB-1 and ASB-2, and then <br /> pumped to irrigation and percolation fields around the site for disposal. The <br /> maximum average monthly TDS concentration measured in discharge from <br />
