4 . DEPARTMENT OF PUBLIC WORKS : <br /> a. An Improvement Plan , prepared by a Registered Civil <br /> Engineer , showing drainage , driveway access details , <br /> on-site parking , and grading , shall be submitted to the <br /> Department of Public Works for approval . <br /> b . A 10-foot wide roadway dedication is required on McKinley <br /> Avenue along the frontage of APN 241-400-18 . <br /> C . An Encroachment Permit shall be required for work within <br /> road right-of-way. <br /> d . No excavation shall be allowed within 15 feet of the <br /> planned right-of-way of McKinley Avenue . <br /> 5 . REGIONAL WATER QUALITY CONTROL BOARD : <br /> The applicant shall comply with the water quality regulation of <br /> the California Administrative Code , Title 23 , Chapter 3 , <br /> Subchapter 15 , Articles 3 and 6 . <br /> 6 . PLANNING DIVISION : <br /> The cattle feedlot/silage use shall be subject to annual review <br /> by the Planning Division. <br /> If the Planning Division determines that the use does not comply <br /> with the UP-88- 16 Conditions of Approval , or that the use has <br /> become a nuisance , then UP-88-16 shall be scheduled for a permit <br /> revocation hearing before the Planning Commission. <br />
