OPPONENTS: Dr. Edward Gregg, 2901 Bronzan Road, Manteca, said the
house he purchased is 12 years old. The house was there prior to this
use. The prevailing winds are from the north and northwest. Highway
120 is elevated. The winds carry the odors , whatever they are. There
are 24 homes along McKinley and Bronzan Roads. None of the homes were
recently constructed. The odor problem has been terrible at night.
Ted Cromer , 2495 Bronzan Rd. , questioned the economic feasibility of
the cattle feedlot operation.
Ken Crawford, 2441 Bronzan Rd. , said he is very much opposed to the
operation . The odor is so bad that they must close their windows .
The tomatoes that are hauled to the site spew out of the trucks and
land on the road. Local Health District has not looked into the
problem during the evening when there is the greatest odor problem.
The residents in the area must suffer with the problem. The operation
degrades the area and devalues property. One property owner has not
been able to sell her home because of the odor . The odor problem is
year-around. The odor is worse than what would be expected in an
agricultural area. The flies are so thick due to this operation , that
they can be scraped off walls with a shovel. This can create a
health problem. Mr . Crawford said he has lived on his property for
four years. He was concerned that the truck traffic to the property
will use McKinley.
Mrs . C. Auten, 2693 Bronzan Rd. , said she has lived there for 23 years
and that the chicken operations in the area do not create as much a
problem as the Ronyak property. She said her family complained to the
previous owner of the Ronyak property (Boyd Tegtmeier ) regarding
flies , cows and odor. Regarding the location of the sewer plant, the
property owners in the area did not have the opportunity to protest
that. However , this area is in a different wind pattern from the
sewer plant. She said she had only noticed an odor problem from the
sewer plant twice during the past 23 years . She said that during the
daytime the southwind blows and there is no odor problem. However , at
night the wind dies down and the odor "kicks in . " The odor is worse
than the odor from Spreckels Sugar Plant. The odor smells worse than
dead bodies , chicken manure or human excrement. The flies are drawn
to the cannery waste dumped on the site.
It was indicated that when a parcel of land has been abused for
six years , it cannot be declared virginal territory.
Lois Gregg, 2901 Bronzan Rd. , said she has lived in the area for three
years. The odor started getting, bad in 1986 ; in 1987 it was worse;
and in 1988 it was the worst yet. She said that wet coffee grounds do
not have that much of an odor so that cannot be what is creating the
problem. She went on to say that the property is being used as a
dumping site. The odor is worse than refuse from a hospital. The
stuff is spread on the fields and only weeds will grow there.
Robert Spears , 1853 Pennebaker Way, said he boards his horse at 2495
Bronzan Rd. , and it was his concern that the liquids from this dumping
PC: 9/15/88 -3- MINUTES
