Ronyak said <br /> he has a contract with the Nestles plant to take the coffee grounds <br /> and this contract terminates in five years . At the end of the five <br /> years the property will no longer be used for placement of the coffee <br /> grounds . He said that virtually no complaints have been registered <br /> with the exception of 1987 . In 1987 they made a mistake and learned <br /> their lesson. They had to go before the Local Health District and <br /> straighten out the problem. The record is very clean except for the <br /> 1987 incident. The recent inspection by the Local Health District ' <br /> indicates that there are no problems . <br /> Mike Quartaroli , 160 Northgate, Manteca, Engineer for the applicant, <br /> was present and made the following points: He worked many hours with <br /> staff on this project. Concerning the most westerly pond, since the <br /> piping is not in place, the liquid effluent is pumped out of the pond. <br /> They will submit a Waste Management Plan to the Regional Water Quality <br /> Control Board. The field to the north is not adequate to accommodate <br /> all of the solid and liquid waste generated by this operation. Piping <br /> will be constructed in the Spring or in the Summer to tie it into the <br /> irrigation system to irrigate the field to the north. Access to the <br /> site for trucks will not cause a problem. The trucks are open, <br /> however, all of the material that comes to the site is in a wet state. <br /> It does not blow off the trucks . The trucks that come to the site do <br /> not use McKinley from Yosemite Avenue, south, because of the railroad <br /> crossing. Trucks, therefore, take Airport Way , drive to the site via <br /> Woodward Avenue to the site from the south. The Manteca wastewater <br /> treatment plant and settling ponds are in the area. A corn crop was <br /> plowed under and chicken manure was spread on the parcel . Those two <br /> uses produce odor in the area. This is an agricultural area. Cannery <br /> waste will cease to be brought to the property in a couple of months <br /> and then there will only be coffee grounds coming to the site. <br /> Comm. Gillispie asked if there was enough soil on the property to take <br /> care of six years of coffee grounds. Mr. Quartaroli responded that <br /> the use of the soil that is along McKinley Avenue will be paced so <br /> that it will last six years. The contract specifies a 50-50 mix. The <br /> soil amendment is sold to landscaping companies and it is not bagged <br /> on the property. <br /> In answer to a question, Mr . Islas said there are 11, 000 cubic yards <br /> of coffee grounds on the property at this time. <br /> Mr. Herum asked the Commission to have a deep appreciation of the <br /> agricultural setting of the area. The application uses are agri- <br /> cultural uses and this is in an agricultural zone. <br /> Comm. Morri asked if the cannery mud was coming from strictly <br /> San Joaquin County or if it came from adjacent counties . Mr. Herum <br /> replied that everything is coming from the Stockton area. <br /> Mr .
