Item No. 4 <br /> PC: 9-15-88 <br /> UP-88-16 <br /> Page 1 <br /> RECOMMENDATION <br /> Staff recommends that the Planning Commission: <br /> 1 . Approve the Negative Declaration and direct the Clerk to file <br /> a Notice of Determination; and <br /> 2 . Approve Use Permit Application No . UP-88-16, subject to the <br /> project revisions noted in the staff report 's "Conditions of <br /> Approval" and based on the staff report ' s "Findings" noted <br /> below. <br /> FINDINGS <br /> 1 . "The establishment , maintenance, and operation of the use <br /> does not conflict with the General Plan. " <br /> ° The feedlot and soil amendment uses are agriculturally <br /> related uses permissible in the GA-40 zone, which is the <br /> primary implementation zone for the site ' s General Plan <br /> designation, Agriculture. The project as recommended <br /> through the "Conditions of Approval" has been revised to <br /> delete those uses that are not incidental to the approved <br /> primary uses. <br /> 2 . "Adequate utilities, access roads, sanitation, drainage, and <br /> other necessary facilities have been provided, and the pro- <br /> posed improvements are properly related to existing and pro- <br /> posed streets and highways. " <br /> ° The project will not require gas or electrical utility ser- <br /> vices above those that are now in place. The requirements <br /> for public road and site access improvements are covered in <br /> the "Conditions of Approval . " The applicant will construct <br /> a stormwater drainage system for this project . The appli- <br /> cant also will construct an irrigation system to sustain <br /> the agricultural reuse of the property. Finally, the <br /> applicant will be required to develop a waste management <br /> and disposal program approved by public agencies . <br /> 3 . "The proposed property is of adequate size and shape to <br /> accommodate the proposed use and all yards, building <br /> coverage, setbacks, parking areas, and other requirements of <br /> this Title. " <br /> ° The project complies with the minimum requirements of the <br /> GA zone regulations of the Planning Title. <br />
