Item No. 4
PC: 9-15-88
UP-88-16
Page 2
4 . "Issuance of the permit will not be significantly detrimental
to the public health, safety, or welfare or be injurious to
the property or improvements of adjacent properties. "
° With project revisions, ordinance regulations, and con-
ditions of approval applicable to this project or recom-
mended by staff, the project will not create a public
health nuisance or hazard. Implementation of the reclama-
tion plan will ensure long-term land use compatibility with
surrounding land uses.
PROJECT DESCRIPTION
The project site is a 36-acre triangular shaped area located on
the west side of McKinley Avenue, just north of the State Route
120 bypass. The project includes two primary land uses: a
300-head cattle feedlot and a soil amendment processing use.
Cattle feed will be provided by imported baled hay and, to a
greater extent , by silage produced on-site in two existing pits.
The silage material consists of fruit and vegetable cannery
waste. The soil amendment use involves the mixing of imported
coffee ground waste and on-site dirt stockpiles in a one-to-one
ratio to produce a landscaping and cultivation supplement . The
project also includes a waste management proposal by which liquid
silage effluent , tomato waste, tomato mud, and feedlot manure are
mixed and then spread out on a 17-acre parcel that is under
cultivation by the applicant .
