Item No. 4 <br /> PC : 9-15-88 <br /> UP-88-16 <br /> Page 3 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> In April 1984, the County approved Grading Excavation Permit No. <br /> EP-84-5 for a previous owner of the site. The excavation project <br /> was only partially completed at the time the present property <br /> owner purchased the property. In September 1987 , the applicant <br /> submitted Grading Excavation Application No. GX-88-2 to renew the <br /> expired EP-84-5 permit . In the course of its review of the new <br /> application, staff made an on-site inspection and discovered that <br /> the feedlot and soil amendment uses had been established without <br /> the benefit of the necessary Use Permit . The applicant informed <br /> staff that he did not wish to pursue a Grading Excavation project <br /> and that he would be willing to submit the required Use Permit <br /> application for the feedlot and soil amendment uses. Staff then <br /> made the determination that the Grading Excavation application <br /> could be withdrawn and that the site' s topographic condition <br /> could be reviewed under the Use Permit application process. The <br /> applicant 's site plan includes topographic cross-section drawings <br /> for existing and future ground elevations. The future elevations <br /> will be in substantial compliance with the final elevations <br /> approved under EP-84-5. The main exception to this is the <br /> mounded area that contains the shop and pole barn. <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zoning: <br /> This project presents no major General Plan or zoning issues. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Characteristics of the Feedlot Silage Operation: <br /> Cattle confinement facilities include corrals with steel panel <br /> type fences, steel gates, alleyways, holding pens, isolation <br /> pens for sick animals, a working chute, and a loading/unloading <br /> ramp. The corrals include raised loafing mounds and drainage <br /> to prevent surface water runoff . <br /> Feeding facilities include mangers and pads with steel <br /> stanchions and concrete paved areas for handling moist feeds <br /> (silage) . Separate feeding facilities with control stanchions <br /> are provided for dry hay feed. <br /> The applicant ' s waste management proposal is to use power <br /> bucket type loaders to clean up silage and manure waste in the <br />
