Item No. 4 <br /> PC: 9-15-88 <br /> UP-88-16 <br /> Page 4 <br /> corral area and then spread the waste over the 17-acre parcel <br /> under cultivation just north of the feedlot area. <br /> For silage production, the applicant trucks in cannery fruit <br /> and vegetable waste and deposits the material into existing <br /> silage pits. The cannery waste consists of culled whole fruit , <br /> skins, and vines. The silage pits are concrete and masonry <br /> lined. Liquid silage effluent is drainaged from the silage <br /> pits into an existing earthen pit at the west end of the pro- <br /> ject site. Presently, the applicant proposes to dispose of the <br /> liquid silage effluent by pumping the undiluted effluent into a <br /> tanker truck and then spreading the liquid over the adjacent <br /> property under cultivation. Eventually, the applicant proposes <br /> to install an irrigation pipeline and connect the pipeline to <br /> the liquid silage effluent pond as a way of diluting the <br /> effluent to be distributed over the adjacent farmland. <br /> The applicant ' s proposal also includes importing cannery mud <br /> residue, stockpiling it in the soil amendment processing area <br /> until dried, and then distributing the mud over the adjacent <br /> farmland. <br /> Characteristics of the Soil Amendment Operation: <br /> The soil amendment operation involves the blending of coffee <br /> grounds with dirt in equal proportions to produce a landscape <br /> and soil enhancement material . The coffee grounds are imported <br /> by truck from an instant coffee production plant . After the <br /> coffee grounds are allowed to dry, they are then mixed with <br /> existing soil stockpiles from the previous excavation. The <br /> material is then trucked from the site. The site plan indicates <br /> that the existing coffee ground stockpile ' s volume equals <br /> approximately 11 , 000 cubic yards. The site plan does not indi- <br /> cate the volume of existing soil stockpiles. The soil stock- <br /> pile that will be mixed with coffee grounds to produce the soil <br /> amendment product is located along the site' s McKinley Avenue <br /> frontage . Staff believes that any term approved for the soil <br /> amendment use should be limited to the availability of soil <br /> from the McKinley Avenue stockpile . The applicant has indi- <br /> cated that he has a five-year contract with a coffee plant <br /> operator and that the existing soil stockpile will be adequate <br /> for this period of time. <br /> Site Reclamation: <br /> The applicant has requested that both the feedlot and soil <br /> amendment uses be approved for the five-year term that coin- <br /> cides with his coffee plant contract . Reclamation would be <br />
