No excavation shall be allowed within 15 feet of the <br /> planned right-of-way of McKinley Avenue. <br /> 4. Regional Water Quality Control Board: <br /> The applicant shall comply with the water quality regulations <br /> of the California Administrative Code, Title 23 , Chapter 3 , <br /> Subchapter 15 , Articles 3 and 6. The applicant shall submit <br /> a compliance proposal within 30 days of application approval . <br /> 5. Planning Division: <br /> a. With the exception of the soil amendment use, this permit <br /> shall expire not later than six years from the effective <br /> of application approval . <br /> b. The source of soil to be used in the soil amendment opera- <br /> tion shall be restricted to the existing McKinley Avenue <br /> stockpile. <br /> c. The term approved for the soil amendment use shall be <br /> limited to the period that soil is available from the <br /> existing McKinley Avenue stockpile. <br /> d. The importation of cannery mud waste is prohibited. <br /> e. The applicant shall submit a waste disposal plan for <br /> approval by the Planning Division, the Local Health <br /> District , and the Regional Water Quality Control Board. <br /> The waste management plan shall be submitted to the <br /> Planning Division within 30 days of application approval . <br /> f . The applicant shall provide a financial guarantee of the <br /> reclamation plan submitted and approved for this applica- <br /> tion. The amount of the financial guarantee shall be sub- <br /> ject to approval by the Department of Public Works and <br /> approved as to form by County Counsel . The financial <br /> guarantee shall be submitted within 30 days of application <br /> approval . <br /> g. The site access shall be improved with a compacted gravel <br /> surface for the first 100 feet of driveway next to <br /> McKinley Avenue. Driveway details shall be shown on the <br /> improvement plan. <br />
