Approve Conditional Zone Reclassification No. ZR-89-24 <br /> based upon the recommended "Bases for Zone <br /> Reclassification" and the "Conditions of Approval" listed <br /> in the staff report. <br /> ----------------------------------------------------------------- <br /> 3. SITE APPROVAL APPLICATION NO. SA-91-17 OF KEN D. ANDREASEN to <br /> establish a commercial duck farm for 500 fowl. The property is <br /> located on the east side of Mackville Road, 920 feet north of <br /> Liberty Road, northeast of Clements (Supervisorial District 4) . <br /> Associate Planner Steve St. Sure introduced a staff report into the <br /> record. <br /> It was noted that several letters and a petition were received in <br /> opposition to this proposal. Concern was expressed over possible <br /> odor, flies and contamination of ground water from the proposed <br /> duck farm. <br /> PUBLIC HEARING OPENED <br /> PROPONENTS: Ken Andreason was present and said that a waste <br /> management plan is required and will be submitted to the Regional <br /> Water Quality Control Board. The waste management plan will be <br /> followed and will prevent any problem from duck waste. Drainage <br /> requirements will be followed and, therefore, there will be no <br /> water contamination from this operation. There will be no standing <br /> water around the poultry house. He has 20 acres of land and the <br /> duck litter will be dried and used for fertilizer on his 20 acres. <br /> The ducks will be kept in the duck house. He only proposed 500 <br /> ducks and this is considered to be a small operation. <br /> Senior Civil Engineer Tom Gau said that Public Works has a <br /> requirement that all drainage is to be retained on the site. <br /> OPPONENTS: Curt Drege, 28020 Mackville Rd. , said he was upset by <br /> this proposal, and that the duck farm would lower his property <br /> value. He was concerned over possible odors from the duck farm. <br /> He said there are residences in the surrounding area and there is <br /> to be a golf course to the east. He said the existing poultry <br /> farms in the area give odor problems even though his property is <br /> miles away from those farms. Also, he was concerned about the <br /> grading of the property. <br /> Comm. Bozzano commented that this, is an agricultural area and that <br /> such uses are placed in the agricultural area. Mr. Drege said he <br /> realized that, but the residences were approved and are existing <br /> and the two uses are not compatible. He said they received permits <br /> for their homes and the families have "put down their roots" in the <br /> area. The area has been developed with homes. <br /> MINUTES -7- FEB 21, 1991 <br />
