Paul Mansfield, 19043 Liberty Road, objected to the slides shown by <br /> staff of the area. He said they were not representative of the <br /> situation. He said this is a wonderful residential area. His home <br /> will overlook the pond and there will be a problem with duck manure <br /> and flies. He said there are 14 homes in the area. A duck farm of <br /> only 500 ducks is not economically feasible for a commercial <br /> operation and he said this is actually horse country. He said the <br /> staff report states that this operation will not have an impact on <br /> the general welfare of the public. He said that is not going to be <br /> the case. This use will be a public nuisance in a residential <br /> area. <br /> Chairman Morri pointed out that the Initial Study states that there <br /> may be an odor but that it will be kept to a minimum. He asked how <br /> objectionable odors could be kept to a minimum. <br /> Melvin 011ar, 19721 Liberty Road, said that duck manure has a <br /> terrible odor. The wind comes from the west and will blow the odor <br /> toward the homes in the area. He said he would be concerned if <br /> manure was dumped into the pond. He said he has had horses on his <br /> property and will get more in the future. <br /> Sharon Skibo, 27570 N. Mackville Rd. , said he has 80 acres of land <br /> with 30 head of cattle and one horse. She said he is opposed to <br /> the proposal for the same reasons stated by the previous speakers. <br /> Mr. Drege discussed the amount of manure from cattle and horses in <br /> the area versus manure from ducks. He said that when you confine <br /> the ducks to one area, in a matter of time it will reek. <br /> REBUTTAL: Mr. Andreason said that the property owner next to him <br /> makes his living from horses and he is the one person who did not <br /> sign the petition. He was asked if he had discussed his duck farm <br /> with Public Health and Mr. Andreason said he had only spoken with <br /> the Field Supervisor from that department. He went on to say that <br /> he will disk the dried manure into the ground and not just spread <br /> it out. Also, when you stand on the hill, you can only see one <br /> house. He said he has owned the property for about one year and he <br /> bought it for this purpose. The duck farm is not a hobby. He has <br /> a market for the duck eggs. He did not believe there would be an <br /> odor problem from his operation. <br /> In answer to a question about removal of manure, Fred Kaufman, <br /> representing the Environmental Health Division, said that there is <br /> a requirement that basically states that the manure must be removed <br /> in seven days. The State Regional Water Quality Control Board sets <br /> requirements for the property. The project is subject to a manure <br /> management plan. <br /> PUBLIC HEARING CLOSED <br /> Comm. Carter said that if the duck farm is kept clean there should <br /> MINUTES -8- FEB 21, 1991 <br />
