An apparent oily
••' residue was observed in the opening in the floor in an alcove in the northwest corner of the building
basement. No evidence of fuel lines or fuel tanks was observed in the basement of the building on the site.
LW No fuel tanks were indicated on the 1895, 1917, or 1950 Sanborn Fire Insurance Maps for the site
properties and adjacent properties.
A potential UST south of the location of the previously removed tank was identified on parcel 149-200-10
by Mr. Rapinsky of St. Vincent's Thrift Shop.
Potential UST fill connections were noted in the sidewalk on the west side of parcel 149-200-01 and on
the north side of parcel 149-200-02. A potential UST fill connection and a potential UST vent pipe were
noted on the parcel immediately north of parcel 149-200-10.
L A GPR survey identified potential USTs beneath the sidewalk west of parcel 149-200-01 and in front of
the apartment building on the parcel north of parcel 149-200-10. Laboratory analytical results of soil
samples collected from borings advanced in the northeast corner of parcel 149-200-10 indicate that
hydrocarbons have not impacted soil beneath the site at the location of the borings.
Condor conducted a telephone interview with Mr. Carl Brookings, a former owner of the Rosenthal
Lo Building, which is now occupied by the Thrift Shop. Mr. Brookings stated the alcoves in the basement
were for the purpose of providing delivery access for the businesses formerly located in the building. He
has no knowledge of any heating oil tanks ever being present on the property. Mr. Brookings also stated
La that hydraulic lifts that were used in the J C Penney auto maintenance shop on parcel 149-200-03 were
removed by J C Penney before J C Penney vacated the property.
r.. Conclusions and Recommendations
It is Condor's opinion that the following are recognized environmental conditions:
a. • The hydraulically operated elevator has the potential to contaminate soil with hydraulic oil.
[tr
i a CONDOR
i.
