(e)The owner or operator shall maintain training records on current personnel until closure of the facility and training records on former employees for at least three years from the date the employee last worked at the facility. Personnel training records may accompany personnel transferred within the same company. CORRECTIVE ACTION: Immediately train all employees who work with hazardous waste in compliance with the time frames and training materials required by this section. Provide training documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. The documentation must include a written job description (qualifications and duties)and training required. This is a repeat violation, Class II. 118 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. OBSERVATION: The following copies of consolidated manifest receipts for hazardous wastes including used oil and parts washer fluid were not found on site during the inspection: -4/10/2017 (parts washer fluid) -6/26/2017(used oil) -7/13/2017 (parts washer fluid) -8/7/2017 (used oil) -10/5/2017 (parts washer fluid) -3/5/2018 (parts washer fluid) -5/16/2019 (used oil) -No used oil disposal records were available for review from 7/1/2019 to 11/30/2019 REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. This period of retention is extended automatically during the course of any unresolved enforcement action regarding the regulated activity or as requested by the department or a certified unified program agency. CORRECTIVE ACTION: Immediately locate a copy of all the above listed consolidated manifest receipts and maintain them on site. Provide a copy of the consolidated manifest receipts and a corrective action statement to the San Joaquin County Environmental Health Department. This is a repeat violation, Class II.
