Cutter Lumber Products Page 2 of 11 2/14/2020 <br /> • There is an existing detention basin that discharges to a vacant lot located south of the <br /> Facility. The basin was empty. According to Mr. Palma, all storm drain inlets located <br /> throughout the site discharge into the basin (see photos 1-3). <br /> • Finished product is stored outdoors (see photo 4). <br /> • Sawdust is captured in a baghouse and is dumped into a trailer. Saw dust on the ground is <br /> swept and disposed of into the same trailer (see photo 5). <br /> • Wet saw dust (as a result of cooling the saw blade with water) is removed from the cutting <br /> equipment and stockpiled on the floor under a shelter. This saw dust is also disposed of in the <br /> trailer (see photo 6). <br /> • Board staff was not able to identify sampling locations 1 and 2 during the inspection. Facility <br /> staff was not familiar with their location. Two storm drain inlets were located near where the <br /> sampling locations are shown on the Facility site map. These storm drain inlets were plugged <br /> with soil and did not appear to be operating (see photos 7-8). <br /> • Board staff observed a paint room at the equipment, paint storage building. The paint room is <br /> not clearly identified in the Facility's site map (see photo 9). <br /> • Board staff observed a floor drain, and a manhole covered in red paint inside the painting <br /> room (see photos 10-11). <br /> • According to a prior inspection of the Facility, the floor drain discharges to an oil/water <br /> separator. No information was available as to how water/residue in the oil/water separator is <br /> managed. Board staff did not observe any indications that the oil/water separator discharges <br /> to the existing detention pond. <br /> • Board staff also observed a storm drain grate inlet just east of the paint room that was painted <br /> red apparently from washing the painting equipment. The discharge location of this storm <br /> drain inlet is unknown (see photo 12). <br /> • Paint used to paint the pallets is stored indoors (see photo 13). <br /> • Oil and other hazardous materials are also stored indoors and in secondary containment (see <br /> photo 14). <br /> File Review <br /> Board Staff reviewed the Storm Water Pollution Prevention Plan (SWPPP) and site map uploaded <br /> by the Discharger into SMARTS during the inspection. The site map (Attachment 1) does not show <br /> the flow direction of the onsite storm drain system, nor the location of the paint room or the oil/water <br /> separator. The SWPPP also does not provide information about the operation and maintenance of <br /> the oil/water separator (a structural Best Management Practice), nor of its discharge location. Board <br /> staff was not able to review the inspection reports at the time of the inspection because they were <br /> not available at the Facility.
