The Discharger has coverage under the State Water Resources Control
Board's (State Board's) General Permit for Storm Water Discharges Associated with Industrial
Activities, Order 2014-0057-DWQ (Industrial General Permit) under the Standard Industrial
Classification (SIC) Code 2448 — Wood Pallets and Skids. The State Board's Storm Water Multiple
Application and Report Tracking System (SMARTS) requirement's tab shows that the Discharger is
required to monitor storm water discharges for the standard Industrial General Permit parameters:
total suspended solids (TSS), total oil and grease, and pH, and for the SIC Code required parameter
Chemical Oxygen Demand (COD). The Discharger is also sampling for Biochemical Oxygen
Demand (BOD) and Total Organic Carbon (TOC) percent removal. The Discharger enrolled for
coverage under the current Industrial General Permit in March 2015 and is currently in baseline
status for all required monitored parameters.
Operations at the Facility consist of activities related to the construction and transportation of
wooden pallets, and the storage and handling of raw materials used to manufacture the wooden
pallets. Board Staff inspected the Facility with Nick Palma who consented to the inspection and
photographs being taken during the inspection. The inspection was not announced prior to arrival.
