An Improvement Plan, prepared by a Registered Civil Engineer , showing drainage , driveway access details , on--site parking - existing and proposed utility services , and grading , shall be submitted to the Department of Public Works for approval . Terminal drainage will be required to Duck Creek . Retention pond will be required until Reclamation Board Permit is acquired and discharge to Duck Creek is complete. No construction will be allowed in Duck Creek right -o-17--way. b. Public sewer shall be provided by the City of Stockton when capacity is available , and a permit shall be acquired from them with any fees necessary for hook--up . A septic system will be allowed on an interim basis . C. The frontage improvement for Loomis Road shall be constructed in conformance with the standards for one-half of a 60-foot right-of•-wav commercial street . The construction of the frontage improvements may be deferred at the option of the Department of Public Works , in which event the owner shall execute a Deferred Frontage Improvement Agreement prior to approval of the Improvement Plan (A $250 . 00 fee is required for processing per Ord . No. 3337 in addition to a copy of the Grant Deed and an engineer s estimate with a drawing of the required frontage improvements on a form to be supplied by the Public Works Department ) . d . An Encroachment permit shall be required for work within the road right--of--way. e . Public water will be required in accordance with the adopted County Development Policies for Urban Centers with Incorporated Areas when it becomes available , at which time the owner will be required to pay his proportionate share of fees for the service and formation of County Service Area for its maintenance .
