b. Contaminated soils subject to treatment shall be sampled, <br /> analyzed (using EPA SW-846 methods) , reviewed, and <br /> approved by the San Joaquin Local Health District prior to <br /> and after treatment . Contaminated soils shall be <br /> restricted to soils impacted with unleaded gas , diesel , <br /> and unused motor oil . <br /> c . The above restriction shall be enforced until such time as <br /> the State Department of Health Services , Toxic Substances <br /> Control Division, issues a permit expanding the type of <br /> contaminated soil that can be treated at the facility . <br /> d . Submit a ground water monitoring program proposal to the <br /> San Joaquin Local Health District for review, permitting, <br /> and approval . <br /> e . Closure plans shall be submitted to the San Joaquin Local <br /> Health District prior to starting Phase II of the project . <br /> f . No contaminated soils shall be received at the site until <br /> all required State and local permits are obtained and the <br /> Use Permit conditions are met , after completion of Phase I <br /> of the project . <br /> g. The operation shall not create a public nuisance . <br /> Application must be made to the San Joaquin County Air <br /> Pollution Control District for the necessary air pollution <br /> permits . <br /> i . The applicant shall file a "Report of Waste Discharge" <br /> with the California Regional Water Quality Control Board, <br /> Central Valley Region. <br /> j . A determination shall be made by the State Solid Waste <br /> Management Board as to whether or not the proposed project <br /> o�R,��� lggg is a solid waste site requiring a solid waste permit . <br /> 4� nl�a <br /> k. Phase II will be limited to a single off-site source. <br /> 4. Air Pollution Control District : <br /> a. An Authority to Construct permit is required. <br /> b. A health risk assessment analysis is required. <br /> 5 . Ripon Consolidated Fire District: <br /> The project shall conform to the 1985 edition of the Uniform <br /> Fire Code, where applicable.
